Research On The Problems And Countermeasures Of Purchasing Public Service By Local Governments In Developed Regions Of China

In October 2017,when the party's 19 th congress was held,general secretary Xi Jinping proposed that the main contradictions in our society have been transformed into the contradictions between the people's growing needs for a better life and the unbalanced development.This subtle change is different from the contradictions between the growing material and cultural needs of the people and the backwardness of production which raised in the 13 th people's congress.In the past 40 years of reform and opening up,productivity has soared,we have bid farewell to an era of unsolved material shortages and unsolved materials.At present,we are faced with new problems and new contradictions.On the one hand,there is a surplus of material goods.On the other hand,there is insufficient supply,especially in social services and public services.How to solve this imbalance requires the purchase of public services by local governments in developed regions.Developed areas of local government purchase of public services is a major measure for deepening the reform of administrative system,is the embodiment of the national governance to keep pace with The Times,is the great cause to build an innovative country to benefit the people.In order to promote the deepening reform of the supply mode,it is important for the local governments of developed regions to entrust social forces to participate in it.Deepen the reform is not only a management idea change,namely by "universal government" to "service-oriented government",is but also the functional change of local government in China to explore new methods.This paper is based on the analysis of the Chinese government public service purchase supply situation and summarizes the domestic and foreign government service supply model and experience,and probes into some problems existing in the purchase of public service by local governments in developed regions and puts forward some countermeasures of new path,in order to promote the local government in underdeveloped areas and poor regions to buy public services for reference.
