Quickening the speed of boosting agriculture standardization is not only imminently necessary for facing the challenge after China' s taking part in WTO and advancing the competition ability of agriculture in international world, but also an important part for constructing modern agriculture. Not-fully-developed inshore regions are the bases for farm produce, as well as the bases for processing the produce for exporting. Therefore, quickening the speed of boosting agriculture standardization is especially necessary and important. On the basis of extensively expounding the basic theory and practice significance of agriculture standardization, this paper briefly reviewed status quo of agriculture standardization in China and other countries. At the same time, by analyzing the questionnaires of random samples from farmers, enterprises on processing farm produce and administrators of agriculture in Yancheng, one of the not-fully-developed inshore regions in Jiangsu province, the paper advanced seven primary factors restricting the speed of boosting agriculture standardization in not-fully-developed inshore region. What's more, by referring to the practice of boosting agriculture standardization in Yancheng, the paper advanced the basic train of thought and six countermeasure measures which is with directive significance for not-fully- developed inshore regions (even for other not- fully developed regions) in China.
