Public institution was formed in the period of planning economy and began to develop and grow with the continuous development of China's economy and society. As China's circumstance changes continuously and economy system reforms continuously, the problems of public institution begins to highlight gradually, which has impeded the sound and rapid development of our country's economy and society. Since the year 1996, China has begun to explore the reform thought about the public institution. On March 23 rd, 2011, the CPC central committee and state council on classification and promotion of the reform of public institution instruction was released. On July 24 th of the same year, the general office of the state council publish on notification about the printing and distributing classification and promotion public institution reform supportive documents, which includes nine supportive documents. These documents expound the thought and objection of public institution classification and reform as well as make a specific definition about the criteria of classification and contents of reform. In the recent years, the classification and reform of public institution have been conducted heatedly across the country. However, it has become a difficulty for major public institutions on how to implement the reform proposal in order to achieve the goal of classification and reform. Author of the thesis thinks that human resource management constitutes the major element of public institution management and plays a vital role in the classification and reform of public institution. Therefore, to strengthen the public institution human resource management is the major part of implementing the requirement of classification and reform so as to realize the sound and rapid development of social utility.The thesis will mainly study such four aspects in human resource management as management philosophy, management planning, training development and performance assessment and it will start with the reform status and difficulties of public welfare institution in Jiangxi province in order to analyze the reasons. This thesis will also conclude the measures on improving public welfare institution human resource management in Jiangxi Province with A organization human resource management implementation situation as the case study. This thesis mainly consists of six parts. Part one is introduction; part two is theory review; part three is status introduction and problems analysis; part four is case study; part five will come up with the measures on improving public welfare institution human resource management; and part six is the summary of the whole thesis and will forecast the future study.Through study and analysis, this thesis points out that strengthening and improving public welfare institution HR management can be able to get rid of the “administerization” of public welfare institution; improve corporate governance structure; establish the ideal of people-oriented management; comply with the development of society so as to establish strategic mid- and long term HR plan; hold upright attitude, have fully investigation, enrich the content, innovate the forms so as to establish thorough HR training system; strengthen communication, participate activity so as to establish sound perfomance assessment system and structure effective assessment system. The reform effectiveness of public institution is related to the development of social causes. Therefore, to do public welfare institution HR management well will provide a powerful gurantee for our country's economical and social long term development.
