As the traditional planned economy system to the socialist market economy system, the reform of China’s industries are steadily, especially with the reform of human resources management of civil service personnel management, government enterprise development, human resources management institution reform in the teeth of the storm is already in position. In this paper, through the research on the reform of personnel system in institutions, starting from the connotation of human resources in institutions, institutions of human resource management problems and countermeasures are discussed, and for the institutions in the selection and recruitment, motivation, training and other aspects to provide some theory and method.There are four chapters in this paper, the first chapter is the introduction, mainly introduces the background, the core content, research significance and research method. The second chapter is the introduction of human resource management, mainly introduces the enterprise human resources management connotation, importance and theoretical basis of human resource management. The third chapter is from the two aspects of quality and the present situation of human resources administrative units under the notary office and existing problem analysis. The fourth chapter is a combination of administrative units under the features of a notary office, countermeasures for talent selection and training, performance appraisal, incentive mechanism is introduced, for design of the practice of human resources management.This paper will be the reform of the personnel system of unit human resources management theory and business together, the theory and method about the staff recruitment, training, assessment, incentives and other modern human resources management into the enterprise, for the institutions of human resource management problems and Countermeasures Research completed.
