With the further development of market economy, the promotion of building a new socialist countryside, especially the appearance of the county economy, “County Administrated by City” system gradually lost its original effect, and to adjust the relationship between cities and counties is around the corner, against this background,“County Directly Administrated by Province” system reform, emerging in response to the needs of times.
