A Study On The Administrative System Reform Of Directly Administered Counties In Hainan Province

Recently, because of the support of policy, “province direct-administrated county” reform becomes a hot topic of administrative field. Specifically, the reform means that the administrative mode changed, county is administrated by city originally, but the reform supports that county is administrated by province directly, the reform involved reshaping the relationship between province and county, it will have profound impact on the vertical hierarchy relationship of local government. Hainan is ahead of other areas on the reform in my country, many reform measures are precedent across the country, and it receives enthusiastic response and widespread concerns. people call it” Hainan mode”. In 1988, at the beginning of becoming a independent province, Hainan didn’t copy the administrative mode of other areas in my country, it originally created the mode that county is administrated by province directly.27 years of reform practice has proved that “province direct-administrated county ”administrative system have a positive impact, for example: it reduced the government’s vertical levels, it helped to improve administrative efficiency and reduced operating costs, it stimulated the vitality of economy and developed the county economy, it increased the speed of urbanization and changed government functions. implementing “province direct-administrated county” has significant international and domestic and regional advantages, therefore Hainan take advantages fully to implement the system, The article firstly analyze the advantages of reform, then review reform course. on the basis of a large number of data that obtained through questionnaire survey and personal visit, the article summarize achievements and problems,propose appropriate measures to solve the problems,so as to provide the reference for future reform.The main feature of my study: Firstly, the data is sufficient, in the process of writing the article,I viewed large amounts of data and researched personally, so the data is adequate、real and credible; secondly, the measure of solving problem is operable, because this measure is aimed at solving the problem of “province direct-administrated county ”.the measure is based on reform practice and experts’ advice, so it’s operable.
