A Study Of Promoting County Administrative Capabalities Under The Background Of The Reform Of Province Directly Governing Counties

Governmental capabilities are indispensable resources for achieving social progress. It is the core part of the country's abilities to compete and have a sustainable development. Counties are in the position of the foundation according to administrative division in China, Nowadays international competitiveness is based on domestic and regional competitions, the local governments play an important role in the competition between regions. Governmental capabilities of a county is not only the key factors for promoting economic and social development in this region, but also the driving forces of the national economic and social development. The reform of Province directly Governing County is an important reform of administrative divisions to avoid the defects of the system of City Govern County, to adjust the relations between cities and counties, to expand the powers of economic and social management. Nowadays the reform is starting from the developed counties (or cities), strong capabilities of the county government provide the guarantee for the complete implementation of this reform and more enormous achievements. At the same time, the reform have had the demands of stronger governmental capabilities, it has brought a more largely multitude of energy power and given the opportunity of further enhancing the adminstrative capabilities of counties. According to the survey on the Miluo city of Hunan province, the county adminstrative capabilities are weaker than ones of the other governments of China' s administrative divisions, a large contradiction has happened to it. Thus, it is an important task to upgrade the county governmental capabilities in the process of the reform. The theme of this paper is to enhance the governmental capabilities of counties under the horizon of the reform of Province directly governing County.This paper is divided into four parts. The first part is about the county administrative capabilities, it defines the conception of the county administrative capabilities, outlines the common and unique characteristics, and describes the main structure of the county administrative capabilities. In the second part, after introducing the meaning, significance and practice of the reform of Province directly Governing County, the reform put forward four comprehensive and six specific requirements of county administrative capabilities, i.e., transforming governmental functions to build a service-oriented county government, strengthening the supervision of running and rebuilding the responsibility of the county governments; coordinating all kinds of governmental relations and building a harmonious county government; deepening administrative reform and improving the efficiency of the county governments, And the capabilities concerning resolving livelihood issues, innovation of policies, coordination of urban with rural development, the regulation and control in the middle rank, emergency management, supervision of administration.In the third part, based on the survey of Miluo city of Hunan Province, we have an analysis of the current county administrative capabilities respectively from the total amounts of capabilities, capabilities attributes, capabilities structure, the status of running capabilities. The county administrative capabilities are pointed out to be too weak to meet the requirements of the Reform of Province directly governing County. In the part IV, it designs the paths for promoting the capabilities of county government from four angels, i.e., the power: dredging the major sources of the county administrative capabilities; administrative functions : designating the main contents of the county administrative capabilities and pointing out the directions of development; financial administration: providing an material guarantee for the County administrative capabilities; administrative institutes: consolidating the foundation of the county administrative capabilities.
