Along with our country legal system perfect and the law consciousness of citizen strengthen continuously, the society from all walks of life on prison education reformation of criminals has put forward higher requirement. The Department of justice, Department of justice, the provinces around the Prison Management Bureau also unveiled some regulations which relate to criminal education and reform, for the formation of the prison "5+1+1" education and correction model lay the foundation. The model refers to the criminal labor five days a week, study one day education in classroom, one day rest, which is the first strict requirements for criminals learning time, deepen the "three courses" education and embodies the guideline of prison work of "combining punishment with rehabilitation, to transform the human purpose". But the mode of education in the process of practice also encounter some problems and contradictions, these effect the quality of education and reform, so this paper will research these problems and contradictions and combine the perspective of new public management theory putting forward the relevant countermeasures.This paper is divided into four parts to study the prison "5+1+1" education and correction criminals mode related issues:the first part mainly introduces the mode of education research background, purpose, significance and the domestic and foreign research status of criminal education; The second part mainly introduces the new public management theory and the main idea; The third part analysis the problem of the mode of education in A prison as an example:first the model is not system and unified on the criminal management education. It only makes the clear definition on the criminal study time, but the education contents, means, methods are not unified, so the result in uneven; second the current prison police duties weaken on the criminal management education. Prison police's classification management is not in place and the main duties is the main security and performance assessment system is not perfect, prison police's enthusiasm is not high on the criminal management education, these are result in the model is difficult to further advance; third the cost of prison carrying out the model is high, efficiency lowly. The special closure of the prison affect the social organizations and non-governmental organizations to management education on the criminal seriously, prison is the policy makers and also the executor, these lead to low efficiency of management education. The fourth part from the new public management theory perspective to explore the relevant countermeasures in the light of these problems. The first research the successful experience of the model, one side promote the model legalization, institutionalization and other side explore the prison policy law detailing and combine with the Civil Servant Law, police law to perfect the prison police relevant laws and policies; The second improvement the corresponding performance assessment system. Including the prison polices and criminals and application of the assessment result very good, positive role of examination results of rewards and punishments; The third to explore the mechanism of the government leading and many departments participation, giving play to social organizations and non-governmental organizations to participate in the management of the education of criminals; Finally, not only to attach the importance to the criminal again socialization education, but also play a prison anti education social warning function.
