Reform and opening up is the key time node for the reform of government functions and efficiency in China.Since then,the national level has continuously absorbed the advanced management experience of governments of various countries,optimized the top-level design,and put more emphasis on "scientific administration" and "administration by law".The third and fourth plenary sessions of the 18 th CPC Central Committee respectively put forward the overall requirements of "innovating social management" and "comprehensively advancing the rule of law",and the 19 th CPC national congress once again stressed the modernization of China’s governance system and governance capacity.Therefore,the new public management theory,which integrates the advantages of economics,business administration and other disciplines and balances the functions of government and market,has been widely studied and used for reference by Chinese academic circles,and injected new concepts,new thinking and new models into the fields of state,social governance and public management.Community correction are borrowed from abroad,a way of penalty execution characteristics was conducted in social,community and other public areas non-confinement penalty,the criminal was given transformation and education management function,are mandatory and public property,the high and low social governance has a close relationship with the quality of all work stable or not,is the national governance and social governance requires the comprehensive construction of a new field.The innovation of government departments in management extends to all public fields.As a "special field of social governance",community correction undertakes unique political tasks and governance missions,and becomes the "most solid fortress" to guarantee social stability.Educational management is a key means of "tackling the root cause" for the community prisoners in the overall work of community correction.The concept,mode of operation and methods it has been adhering to are no longer in line with the development requirements of modern social governance,so it is necessary to reflect on problems,improve quality and innovate,and carry out deepening reform.This paper,under the guidance of the new public management theory,combined with the management link of community correction education in hebei province,sorted out and analyzed the problems and causes existing in the practice of community correction education management in hebei province,and explored the countermeasures and innovative methods to break the bottleneck.The specific parts of the paper are as follows:The first part is the introduction.The research background was set in China,the significance of the research in the field of community correction was stated,the research situation at home and abroad was briefly summarized,and the research methods,ideas and technical paths of the paper were proposed.The second part is related concept elaboration.The concept of community correction education management and new public management theory,including the current domestic relatively unified concept of community correction education management,the concept of principal-agent theory and cost-benefit analysis theory in the new public management theory,and carry out theoretical feasibility analysis according to the actual situation.The third part is the case analysis.This paper mainly introduces the current situation of community correction education management in hebei province,sorts out the problems existing in the practice of community correction education management in hebei province,and analyzes and discusses the underlying reasons.The fourth part is the part of experience absorption.This paper summarizes the management experience and characteristics of community correction education at home and abroad,and sorts out the system measures suitable for hebei province for reference.The fifth part puts forward some countermeasures.Aiming at the deficiency of community correction education management in hebei province,"prescribing medicine according to the disease",combining with the domestic and foreign characteristic experience,improve the system,scheme and mode of education management.At the same time as the top-level design of the community correction of the People’s Republic of China law of legal documents to speed up the speed,in this way can a nationwide unified law enforcement standard,clear regulatory oversight,improve the education regulations,etc.,on the basis of the provinces to further supplementary specification,a management method suitable for the province’s education of community correction,to community correctional education management work to a higher level.Therefore,integrating new public management theory into community correction education management and exploring new management mode is the most effective way to supplement educational management methods and give full play to the role of "tackling the root cause" of educational management at present and even in a future period.
