Non-public Enterprise Party Organization Function To Achieve The Path

The Third Plenary Session of the Party's Eighteenth Central Committee clearly states : "both the public and the non-public sector of the economy are important components of the socialist market economy and important foundations for China's economic and social development." At present, the public sector remains the main body and the non-public economy is an important part of the basic economic structure. Meanwhile, the rapid development of non-public economy has become a new growth point of China's economy.Chinese Communist Party is the leader of China's socialist cause. Thus, as important components of the socialist economic construction, non-public enterprises are the forces that the party must lead and unite.The establishment of Party organizations in non-public enterprises is not easy, faced with many obstacles, and their functioning is even more difficult. This paper firstly explores the difficulties of functioning of Party organizations in private enterprises and the reasons through a detailed analysis into "three relations," "three courses" and "three performances". "Three relations" refers to handling well the relationship between non-public enterprises and their Party organizations, as well as the Party. "Three Courses" represents the development of the Party's recognition for Party organizations in non-public enterprises, from preliminary exploration, to gradual formation of understanding, then to deeper understanding. It mainly analyzes how our Party gradually gets out from the confusion of development of non-public economy. During this course, our party has developed a preliminary understanding towards Party organizations in non-public enterprises by exploring step by step which will deepen as time goes on. "Three performances" refer to three kinds of function of Party organizations in non-public enterprises: political function, economic function and social function.Finally, according to the concrete analysis of above reasons, three paths of realizing function of Party organizations in non-public enterprises are raised. The first path is to develop consciousness performing the function of Party organizations in non-public enterprises which could prompt active consciousness to practice the Party organization function of the party workers, business owners and employees.The second path is to strengthen the construction of the party organization in non-public enterprises. This paper emphasizes to strengthen legal protection,build scientific work system, combining the non-public enterprises construction with party organization construction and realize scientific development of ideological and political work in non-public enterprises. The third path is to establish incentive system, security system, supervision system, appraisal system and feedback system through which could prompt work of party organization to be more perfect and regular in non-public enterprises.
