Research On The Role Of Party Organizations In Non-public Enterprises

Non public owned enterprise is an important force for the development of China's socialist market economy.However,the non-public enterprises party building is still a new field of Party building work,new situations and new problems,the foundation is weak,there are many exploration space.From the point of view of national practice,the role of Party organizations in non-public enterprises is difficult to play,which restricts the smooth development of Party building in non-public enterprises,and it is urgent to take effective measures to solve the problems.The party organization is the key to carry out the work of Party building in non-public enterprises,since eighteen,the CPC Central Committee pointed out that it is necessary to focus on non-public economy in the "two party coverage",the "two roles",strengthen the construction of "two troops".In recent years,all over the country has increased the intensity of the establishment of Party organizations in non-public economic organizations,the coverage of the party organization continues to expand,the influence gradually increased.This paper focuses on the research of cities and counties in Guizhou province and Hunan Province,Zhejiang Province,Chongqing City,Qinghai Province,on the basis of the analysis,the favorable factors play a role in effect,from the party organization work of non-public enterprise problems,Party organizations and the unfavorable factors,study how to improve the specific path of Party organizations in non-public enterprises of the effectiveness of the role.This paper is divided into four parts:The first part introduces the definition of the concept of non-public enterprises and their party organizations.Elaborates the characteristics of non-public enterprises,support the theory of Party organizations in non-public enterprises of non-public enterprises,including the employment relationship under the role of Party organization characteristics,the role of Party organization connotation and vanguard role on the basis of theoretical study,strengthen the significance of strengthening the role of Party organization in the non-public sector of the economy.The second part introduces the development process and effect of the party construction of the non public enterprises.Through social investigation and networkresearch has collected nearly forty years since the reform and opening up the party and state according to the relevant documents issued by the local government and the private party to the local documents issued to non-public party,Party organizations play a role in the non-public enterprises were introduced.The third part introduces the current situation of promoting the role of Party organizations in non-public enterprises.According to the social investigation and network investigation,this paper discusses the opportunities and challenges faced by the party organizations in non-public enterprises,as well as the concrete problems in the actual function.Such as non-public enterprise party organization system is not perfect,lack of innovation mechanism.Discussion on the policy support,experience and effect of the party organization.The fourth part mainly from the state,enterprises,Party members and employees of the four dimensions,research and analysis of the basic characteristics of the role of non-public enterprise party organizations,to explore the effectiveness of the non-public enterprises to achieve the role of Party organizations.
