Research On Rural Public Crisis Management

In recent years, our country is committed to constructing a new socialist countryside. The support to the rural areas is being increased and the rural public's democratic consciousness is being further awakened. People are eagerer to participate in the economic construction and are able to share the results of reform and opening up, with their own words. In the rural development trend, various social contradictions and problems accumulate and initiate the rural public crises which jeopardize the rural social security, political stability and economic development, and also affect the harmonious development of rural society and stable operation, to a certain extent.Stability is the premise for development. Harmonious and well ordered development in rural sociaty is an important prerequisite for the construction of a new socialist countryside, and also an important goal for being so committed to building a new socialist countryside. However due to some historical reasons left over decades, the abuse of urban-rural dual structure, the insufficiency of the countryside public products supplies, the vacancy of countryside public crisis governance structure, the alienation of rural organizations, the exchange asymmetry of rural public information, the impropriate administrative behaviors of primary government and other factors lead to the occurance of a wide variety of rural public crises. Without local government's appropriate management, these crises seriously restrict the development of rural society and affect the operation of the whole society. This is not beneficial to the construction of the new socialist countryside, but also go against the new thoughts, new ideas and new requirements for the construction of a well-off society in a comprehensive way. This paper analyzes the causes of rural public crisis management from the perspectives of government, non-governmental organizations, rural autonomous organizations, rural public and so on. This paper analyzes the environmental characteristics of rural public crisis management in Wenzhou area, with questionnair survey on cadres and the rural public of partial areas and combination with experience in dealing with rural public, and trys to figure out how to construct an all-sided system to deal with rural public crises.
