Research On Collaborative Governance Between Government And Enterprise In Response To Sudden Natural Disaster In China

Sudden natural disaster is unpredictable and is hard to design solution previously. So, how to deal with sudden natural disaster has become the focus of the government and the community. From theoretical research and practical exploration in domestic and abroad, the core of an effective response to sudden natural disaster is to build a governance network that consists of multiple subjects: government, NGO, enterprise and citizen. With the constant improvement of the socialist market economy and the growing enterprise strength, the establishment of good cooperative relations between government and enterprise has become an indispensable part of sudden natural disaster governance network.Putting collaborative governance between government and enterprise in sudden natural disaster dealing as the research topic, the paper will study the matter by using literature research method, comparative study method and case analysis method. Firstly, the paper carries out relevant research results, defines related concepts, explains theoretical foundations. Secondly, It illustrates the necessity and feasibility of collaborative governance between government and enterprise in sudden natural disaster dealing. We think that the proposal of national governance modernization, corporate social responsibility and functional advantages of enterprise allow us to see the need of collaborative governance between government and enterprise. The shared vision and resource dependence of government and enterprise as well as emergency experience in western countries and reality of practice in our country allow us to see the feasibility of cooperative governance between government and enterprise. Based on the theory of synergetics, the paper tries to put forward the ought architecture to reality collaboration between government and enterprise effectively, they are institutional regulation, cultural fit, technical support and organizational guarantee. Institutional system determines the functional status and behavior space of collaborative governance between government and enterprise in sudden natural disaster dealing. Cultural system impacts government and enterprise's behavior choices and the effectiveness of the emergency institutional system. Information sharing and resource integration capability is technical support of effective collaboration between government and enterprise, and the organizational structure is a carrier of collaborative governance between government and enterprise.From the legal guarantee or practical exploration, we sum up some achievements that government and enterprises have made in the field of coordination of sudden natural disaster. Through the analysis of the relevant case, the paper points out that the collaborative governance between government and enterprise is not efficient and deep, and there are still some problems such as lack of motivation, process disorder and behavior anomie. As this ought architecture for analysis framework, we analyze the reasons of collaborative governance's dilemma between government and enterprise in sudden natural disaster dealing from four dimensions: the institution, culture, technology and organization, such as imperfect emergency law, poor interoperability emergency plans, imperfect incentive System, government and enterprise's value differences, shackles of traditional concept, inadequate risk perception, lack of information sharing and resource integration, imperfect organization, etc. Finally, the author proposes four methods to perfect collaborative governance between government and enterprise: building collaborative institutional system of government and enterprise, shaping collaborative concept and risk perception of government and enterprise, improving the ability of collaborative technology of government and enterprise and innovating collaborative organization system of government and enterprise.
