Volunteers are an important force in social governance,which can be used as an important supplement to the government’s social governance,especially in various disaster response and has significant advantages.In the process of natural disaster rescue,giving full play to the value and role of volunteers can effectively guarantee the basic rights and interests of the social vulnerable groups and the majority of victims,which is conducive to social harmony and stability.However,from the current actual situation,there are still many problems to be solved in the participation process of volunteers in disaster emergency management,which need to be improved and improved.Based on this,this paper with Y city as the research object,through the volunteer organization to participate in the natural disaster emergency rescue research,from the perspective of how to efficiently use volunteer organization resources,play the maximum effect,the volunteers and their own growth and development of the volunteer participation process,improve the information sharing and interaction mechanism,discusses the volunteer organizations in participating in natural disaster emergency rescue working mechanism and ability needs,for volunteer organization capacity construction and provide strategies and Suggestions of government and volunteer forces.Through the analysis of the typical cases of volunteer organizations participating in emergency natural disaster emergency rescue in Y city,it is concluded that the problems of Volunteers lack action basis in the emergency rescue of sudden natural disasters,the role and value of volunteers in the emergency rescue of sudden natural disasters are not fully played,the disorder of volunteers participating in the emergency rescue of sudden natural disasters,and the volunteers of effective coordination with other emergency rescue subjects of sudden natural disasters..Lead to volunteer organizations to participate in emergency natural disaster emergency rescue problems mainly are: volunteer organizations to participate in emergency natural disaster emergency rescue related legal system is not perfect,lack of management mechanism of volunteer organization,lack of unified volunteer organizations to participate in sudden natural disaster emergency rescue action network and lack of volunteer organizations to participate in emergency rescue of sudden natural disasters main body interaction mechanism.Finally,from the perfect volunteer organizations to participate in sudden natural disaster emergency rescue legal system,perfect the management mechanism of volunteer organization,the construction of orderly emergency volunteer action network and establish multiple collaborative volunteer organizations to participate in the sudden natural disaster emergency rescue linkage mechanism is put forward to improve the volunteer organizations to participate in sudden natural disaster emergency rescue countermeasures.It is helpful to build a management system for volunteers to participate in public crisis events,give full play to the positive value and advantages of volunteers in the field of emergency rescue,promote the participation of volunteers in emergency natural disaster emergency rescue work,and contribute their due strength to the smooth development of natural disaster emergency rescue work.
