Research On The Collaborative Management Mode Of Urban Natural Disasters

At the present stage,China is in a critical period of development.At the same time,because of the time of comprehensively deepening reform and the important node of economic system transformation,there are many new challenges in public management,especially in the aspect of social governance.The higher requirements on the ability of managers also make the management more difficult and increase the risks.As a country prone to natural disasters,China is mainly affected by floods,typhoons,earthquakes,snowstorms and other natural disasters.According to statistics,in the first three quarters of 2018 alone,130 million people across the country were affected by disasters,and 252.28 billion yuan of direct economic losses were generated.It can be said that challenges from nature have been occurring all the time.Extreme natural disasters occur frequently,especially in recent years,large-scale disasters suddenly come often leads to a series of problems appear,such as government failure,market failure,etc.,the general management mode has been unable to meet the needs of the sudden natural disasters and appear out of place,in order to adapt to the changing of modern natural disaster,we need to break the traditional model,combining with the theory of management,choose a new Angle of view to put forward the countermeasures to solve the problem.The author attempts to discuss this from the perspective of collaborative governance,break the old model of management by a single government body,and introduce diversified governance models such as government-enterprise collaboration.As a small and medium-sized city in plain area,natural disasters here are not common.Therefore,from the perspective of collaborative governance,the governance model of xinxiang city is just starting,only based on the traditional experience,without the guidance of collaborative governance theory.This paper take the collaborative governance of urban natural disasters as the research object,in July 9 rainstorm,for example,based on our country's basic national conditions,combining the local actual situation,through collaborative management related theory to guide,and by July 9 rainstorm in our city disasters in xinxiang,analyzing to the specific situation of the emergency response mode in xinxiang collaborative governance of the disasters were summed up with the situation,as well as the analysis case collaborative management of the deficiencies and problems,including but not limited to the governance body and status and relationship between different subjects and how to perfect the existing governance mode and so on several aspects to explore respectively,In addition,some specific measures are put forward to try to upgrade experience into theory and provide theoretical guidance for promoting larger scale practice.
