| Legal aid refers to the legal systems of providing free legal services and protecting the legitimate rights for the parties who are in the financial difficulties or the specific cases through the specialized agencies set up by the government that organizes legal professionals. In our country, many problems have occurred in the specific implementing process of legal aid systems, which are the shortage of legal aid professionals, the narrow scope of assistance, the shortage of funds for aid, the low quality of legal aid, and the poor effects of propaganda,However, these problems have seriously restricted the normal and orderly implementation of the legal aid work in grassroots. With the continuous development of economy and society in our country, as well as the further promotion of the law construction, the mass' expectations for fairness and justice are getting higher and higher. Therefore, making the legal aid systems improved and perfect has become the urgent need in social reality.This paper is based on the theories of public management and law, through reviewing the internal documents in Jianping's legal aid center, collecting the latest domestic and foreign literature materials, and using the methods of literature research, which lay a solid theoretical foundation for the writing of the paper. The Jianping's current situation of legal aid work is regarded as the breakthrough point, the author has visited Jianping's legal aid center and three law firms in this county as well as some legal aid workstations, using respective interviews to the leaders, staff, lawyers who are responsible for legal aid cases, the people who provide basic-level legal services, and the persons who had been given the legal aids. At last, obtain the first-hand information of the legal aid in Jianping.Aimed at the present situations of legal aid in Jianping, in view of the advanced experience of the legal aid system in other areas, and using the comparison analytic method, this paper puts forward constructive countermeasures for Jianping's legal aid cause.This paper is divided into four chapters. The first chapter elaborates the background of the selected topic and the research significance, clears the related concepts of legal aid, researches on the development history of legal aid systems at home and abroad, and states clearly the research methods and technical routes. The second chapter regards the present situation of legal aid work in Jianping as the breakthrough point, using the empirical approaches to interview and investigate the staff of Jianping's legal aid center, the conductors and the receivers of legal aid cases, focusing on the analysis on the quality of legal aid cases and the main subjects of legal aid responsibility and services. The third chapter deeply explores the problems and causes in the legal aid work of Jianping on the basis of empirical research, and learns lessons from the advanced experience in other regions. The forth chapter puts forward feasible countermeasures and suggestions aiming at the problems in legal aid work of Jianping from the perspective of public management. |
