Community correction system originated in the 1930 s and 50s of the European and American countries, and get rapid development on a global scale. Community correction system in our country is still at the primary stage. The supreme people's court, the supreme people's procuratorate, ministry of public security and the ministry of justice jointly put forward the pilot work to promote community corrections from 2003, which has experienced thirteen years. After years of work practice, community correction not only achieved good social effect, but also summarizes a lot of advanced experience,. However the study of community correction in China is still in concept and nature, especially the supervision and management of the community correction. The author try to have a deep insight into the existing zhuanghe regulatory model of community correction based on Zhuanghe community correction work reality, also on the basis of that raise optimization scheme design of zhuanghe regulation mode of community correction, and specific Suggestions, hope the superficial analysis can provide reference for the development of community correction in zhuanghe and improve zhuanghe community correction constantlyThe whole text is divided into four chapters, the first chapter introduces the background, research significance of carrying out community correction work, relative term explanation, and the research status of community correction both at home and abroad, the research method and technical route in this paper. The second chapter introduces the zhuanghe basic situation, including the zhuanghe community correction object basic situation and characteristics, community correction mechanism and team construction, regulatory processes, the main experience and practice of zhuanghe community correction, and induces defects in zhuanghe community correction work and summaries the main orgins from the legislation, law enforcement, operation, the effect, the social recognition, and then analyze the causes of the problem, namely inadequate legal basis, lack of community correction professional team, unsound supervisory evaluation system, unresultant social support. The third chapter put forward to optimize the design of the optimization scheme of zhuanghe regulation mode of community correction combining the theory and practice of the domestic and foreign advanced experience.This part is stated from the following four aspects which is institutional Settings, team construction, institution duties, safeguard measures and demonstrated the feasibility from the scheme of work conditions, the basic composition and calculation of funds, the desired effect of the feasibility of the optimized scheme.
