Research On Military Pension Insurance System In China

In July 1998,the “military insurance system implementation plan”was promulgated,and military insurance system officially launched.The military insurance with Chinese special features has been already established now,as the releasing of military personnel casualty insurance system and military medical insurance system,the relevant rights of the military has been further guaranteed.However,through the deep deformation of national social security system,the military insurance system also faces the question that how to develop and create further.Reform and improve the military pension insurance system attracted attention of the theoretical circle.However,systematic researches on military pension insurance system are relatively few and their research perspectives are quite traditional.With the new perspectives of national planning of pension insurance system,this research combines national conditions and the state of the military to conduct the analysis about the reformation of military pension insurance system.The study can be divided into four parties: The first is relevant theoretical research.At first,this research summarizes the current state of knowledge on military pension insurance system,points out the limitations of existing research and the focus of future research;Then this research expounds the guiding significance of Marx's social total product distribution theory,Market failure theory and Labor reproduction theory,which provide theoretical basis for building the new military pension insurance system.The second part is the study on the present development situation of military pension insurance system.At first,combing the military pension insurance system since it's funding;Then on the basis of field research and combines data information,this research sums up the present development situation and the development characteristics of military pension insurance system,reflects the necessity to reform it.The third part is constructing a military pension insurance system.Planned as a whole by the military,the current military pension system has some shortcoming such as weak link-up between systems,overloaded finance,low-efficient fund management.In order to plan the pension system by the nation and insure military pension right,a new military pension system should be constructed including pooling accounts,individual accounts and annuity accounts.Based on the insurance actuarial theory and combining with the level of national social security,establishing an actuarial model to computing military pension replacement rate.The transition cost of military pension system comes from the explicit of recessive debt under the system of present military pension system.By system dynamics approach,the transition cost of military pension system is estimated.The forth part is putting forward countermeasures according to the new military pension system and the present development situation of military pension system.These measures proposed to help the development of military pension system,mainly include: the direction of social overall planning for pension insurance should be held on and the reform of military pension system should be positively promoted,the construction of laws and regulations of military pension system should be being perfected,the government financial investment should be increase and the financing channels of military pension system should be broaden,military pension insurance fund should be bring into Golden Insurance Project and management and operation unified,the construction of information service platform of military pension insurance should be strengthen.
