The Research Of Clean Government System's Change On The Demand And Supply

Corruption as an ugly phenomenon all over the world,has serious harm to the development of the society and country.Throughout the experience of domestic and international anti-corruption,institution has become an important means of anti-corruption.It has become a new topic to study the problem of corruption about how to carry out effective institutional arrangement.In this paper,the concept of "institutional changes" is introduced to the research field of clean government system.And from the perspective of institutional economics, this paper focuses on analyzing the supply and demand of clean government system in order to look for a more reasonable and effective institutional arrangement and system innovation.By constructing the theoretical mode of clean government system's supply and demand analysis,this paper analyzes systematically the factors of affecting clean government system's supply and demand.From the point of honest government system's demand, social members based on the motivation of their own profit-seeking have demands for clean government syetem.And it is closely related to the utilization and adaptability of the existing institutional arrangement,the actors preference under the established ideology,policy environment,factor's price changes and related products,and technology development.From the point of honest government system's supply,the relevant actors supplying the clean government system can not escape from their own demand of interests.Based on the comparison between the costs and benefits of institutional change,it always come to whether there is a willingness of the main supply part to promote institutional change or innovation,with related knowledge accumulation,informal institution,the existing institutional arrangements and the game of the original interest group.Finally,by the theoretical definition and analysis of clean government system's balance,this paper has the conclusion that achieving institutional equilibrium must meet two conditions:first,the actors choose the institutional arrangement of largest net benefit in the established system selection,by comparing costs and benefits of system;second,from the relationship of supply and demand,it calculated the conditions of clean government system's re-arrangement or innovation by the system's supply accommodating to the demand. And it analyzes the current problems of anti-corruption institutional change in China,that our country has clean government system's effective supply shortage and clean government system's oversupply,and points out that institutional change must attach much importance to the balance between supply and demand.
