The concept of human rights that Everyone has same right play the leading role now. The right to education of disabled children should be effectively maintained. In this paper, the disabled children in China who can learn and succeed in ordinary schools is the research object,I analyzed the research object of practice situation and relevant laws and regulations,so that we can see that the mode of disabled children who can learn in regular classrooms in China is a product of the combination of inclusive education thoughts and How to carry out the relevant policies. In addition to the introduction, the text is divided into four parts:The first part reviews how to Put forward the concept of education about the disabled children who can study in regular classrooms and its practice. First of all, this paper shows the process of the concept in our country, and then introduces the problems existing in the practical operation of this policy. such as the low enrollment rate、the weak teachers、 the lack of teaching resources and the financial investment what is not reasonable.The second part is to analyze the legal evolution of the education rights and presents the main problems existing in the law about the mode of disabled children learning in regular classrooms in China,subject classification is less and requirements are not uniform; rights of children with disabilities and the main obligation are defective; supervision and protection measures are inadequate.The third part of this article is about the basis of the disabled children who can study in regular school. First of all, it is exposed that the disadvantages of the mainstream of the Special Education Schools are revealed, Only the idea of inclusive education can make up for it. In our country, the disabled children who can study in regular school reflect the concept of Inclusive Education. The value is that can eliminate the difference and realize the equal treatment of education, which is also the legal obligation of the constitution of our country.so we,on the one hand,should be effectively developed the vale. on the other hand,The integration of education model can only be slow and have be with the special education model hand in hand based on the current situation.The fourth part discusses the ways to protect the disabled children who can learn in regular classrooms. Firstly,we should refine the legal content from the legislative aspect and standardize the evaluation system and improve the legal system and the relief means. Secondly, From the investment of resources,we should implement individualized education and supportive environment as well as financial investment and allocation to protect the rights of disabled children.Thirdly, We should change the idea of education and gradually eliminate the discrimination.
