Being educated is not only a basic human right,but also an entrusted right to citizens by the Constitution of our country.As a vulnerable group,disabled children are an important part of social members.Therefore,their rights of being educated is also inalienable.China's special education has made remarkable achievements in the past one hundred years.From the 17~thh National Congress of the Communist Party of China to the 18~thh and 19~thh congress,our country and CCP emphasized the importance of the right to education of disabled children.The congress clarifies the orientation of special education,provides the basis for the behavior of legislative and administrative organs,delimits the boundary,clarifies the related rights and duties,and lays a good foundation for the protection of the right to education of disabled children.Tibetan Autonomous Region,located in the Qinghai-Tibet Plateau,is an region with high altitude,bad climate,special geographical environment,strong religious atmosphere,profound national culture and different habits in farming and pastoral areas.These features not only lead to the complicated problems of educational development,also lead to the factor that the education of Tibet lag behind the mainland.In terms of education for disabled children,Tibet Autonomous Region made some achievements though its development history is short.However,the status quo of education for disabled children in Tibet is still not optimistic.Aiming at the issue of the right to education of disabled children in Tibet,this paper untangles the current situation and predicament of the education of disabled children in Tibet by analyzing the theoretical basis and research basis of the right to education of disabled children.Then,this paper tries to put forward countermeasures and suggestions from the legislative,administrative and judicial perspectives,hoping to provide some theoretical support for the protection of the right to education of disabled children in Tibet.
