Continuous progress of our country economy, science and technology, increasing life expectancy, acceleration of urbanization development and the reduction of family size increased, family planning policy in the first generation of one-child parents into old age, elderly in China's population surged, especially the number of empty nest elderly continue to improve, according to data from the Ministry of civil affairs, the country has half of the elderly empty nesters. Empty nest elderly as vulnerable groups, how to solve the empty nest elderly in old age pension problems, creating good endowment conditions, reduce the burden of society and family pension, has received more and more attention of the whole society.In this paper, through the study of the empty nest elderly in Hangzhou City, the basic situation, empty nest elderly care service items, contents, analysis of Hangzhou City as a whole is the cause of aging, personnel status of elderly, social security system, medical insurance and so on. Empty nesters has not only can from the government to solve the problem, with the deepening the degree of aging, in our country the problems of the elderly especially empty nesters will became a great resistance of social development and advancement, unilateral government level has been unable to completely solve the problem to the attention of the whole society, the innovation of this paper from the three angles of the government level and the social level, the level of the market to explore diversified solving the problem of empty nest elderly, and puts forward the target and path of the empty nest elderly care system perfect, I hope as a reference to solve the problem of empty nest elderly in our country.
