On Cultivating The Nation-Wide Concept Of Law In Ruling By Law

"Governing the state by law and building a socialist country ruled by law", has become the overall goal of our statecraft and social development of our country. It is now an historic mission for us to implement the rule of law and to construct a socialist legal state.There is a close logic connection between the mechanism of rule by law and the universal conception of rule by law among our country.Thoughts based on the rule of law reflect the overall concept of the rule of law,the legal faith is the highest form of legal concept.It is high on our agenda to nurture the universal conception of the rule by law as required by the previous fundamental strategy.At present, the Chinese people are lack of the conception, which can be seen in the following aspects:the people show little democratic sense in our so-called democratic election process, Chinese-style street acrossing, the entrapment in law enforcement phenomenon and people turn to those in high position for help instead of resorting to law when get trapped in legal troubles,for example,official position thoughts and do things by relationship phenomenon which are lack of awareness of the rules generally performed.The methods to cultivate legal conception can be taken in the following five ways:legislation,law enforcement, the rule by law in economy, law popularization and faith in law.To be specific,establishing a sound and comprehensive legal system, abiding by the principle of rule by law in law enforcement,combining the nurture of legal conception with the construction of market economy,improving civic legal accomplishment through education,last but not least, nurturing a universal faith in law through legal education.
