In recent years, the events against the PX project have occurred. Public for this kind of environmental risks of the project have NIMBY emotion. So they against the construction of such projects near their house. Public awareness of environmental protection has been improved, the speed of public opinion has been accelerating, so that the public's awareness of PX has been exaggerated. Economic development and environmental protection are not contradictory, as long as the economic development in the area of environmental justice, economy and environment will be able to live in harmony.In this paper, the definition of environmental justice and the group events caused by NIMBY are explained. The contents, types and basic principles of environmental justice are summarized in this paper. Then, the author makes a detailed description of the three anti PX events that occurred in China for recent years, and summarizes the main reasons for the occurrence of the group events caused by NIMBY. After that, the article focuses on the use of environmental justice theory to analyze the reasons for the mass incidents, and found that the cause of the incident is the recognition of justice, procedural justice, distributive justice in these three aspects of the problem. In addition, describes the status quo of the development of foreign PX projects,summarizes its experience. Finally for China NIMBY causes of group events,learning from foreign advanced experience, revise and improve relevant laws,confirm the citizen's environmental right, improve the information disclosure system and citizen participation mechanisms, and improve the ecological compensation mechanism, strengthening the education of environmental protection, finally achieve effective governance.
