Research On Problem Of College-graduate Village Official "Seconded"

College-graduate Village Official work is a major strategic decision and personnel training project made by the CPC Central Committee in the long-term development of the party and the country. Sending College-graduate Village Officials to serve in rural areas can not only ease the employment pressure on college students, but also optimize the structure of rural grassroots cadres. The duties of College-graduate Village Official require them to devote a lot of time to the village affairs, but in practical work, the phenomenon of long-time illegal “seconding” College-graduate Village Officials to deal with non-village affairs by the grass-roots governments of the district, county and town has occurred constantly.Adopting the method of combining theories and reality as well as collecting plenty of documents, this paper designed the interview outline aiming at the College-graduate Village Officials, the village(neighborhood committee) cadres, villagers(residents), and the village(neighborhood committee) cadres who stay in the village. The paper investigated some selected typical cases in L district through studying literature research, interviews, and direct observation method. By using the theory of Maslow's hierarchy of needs theory, human resource management theory, public policy theory and the Smith model, the writer also comprehensively analyzed these typical cases of the secondment of the College-graduate Village Officials in L district. This paper thoroughly studied reasons of the secondment of College-graduate Village Officials considering all the factors including College-graduate Village Official policy, three-level executing agencies of the district, town, and village(community), College-graduate Village Officials themselves, as well as the environment.Studies suggested that the phenomenon of College-graduate Village Officials "seconded" was generally common. Secondment was a choice that contained both advantages and disadvantages. Form the original purpose of the Central choosing College-graduate Village Officials, the excessive secondment was unfavorable for College-graduate Village Officials' self-development, exerting their function, sovling rural grassroots practical problems, and developing the deep bonds between them and farmers. It requires to devise scientific and rational policies, perfect the working mechanism to improve the implementation effect of the implementing agencies, protect the interests of target groups to play their role, optimize other aspects of environmental factors and so on, in order to regulate the behavior of secoding College-graduate Village Officials.
