This research is based on the X village in X town of Inner Mongolia Bayannaoer city 5 agency petitions incident as a case, using the method of field research on farmers, grassroots town government staff, business owners conducted in-depth interviews, analysis of the relationship between state and society of peasants using "process-Event", the main body of this framework.
