During the period of the Republic of China, the society was going through tremendous transformations, from traditional society to modern society, cultural society to an industrial one, embodied in various fields of social life, such as politics, economy, culture, especially in the social security policy. Influenced by declining of the traditionalism social security policy and the transmission of the western modern social welfare thoughts, the Republican government pick up the pace in building of the civil servant warfare system in order to improve governance capability, stabilize the civil servants team, and enhance the administrative efficiency.This thesis, adopting the methods of comparative analysis and literature research,systematically reviews the materials on civil servant welfare and welfare mechanism during the period of the Republic of China and aims to tease out and summarize the general characteristics of the civil servant welfare system in this period with limited literature materials.In the introduction part, the author elaborates the background and significance of this research, as well as methods and innovative thoughts adopted in this paper, and defines related basic concepts. The second part, the author describes the social background as well as the reason of the establishment of the civil servant warfare system during that period from the perspective of the function and localization of the system and national governance. The third part discusses the main content of the system. The fourth part affirms the historic function,and the limitation of this system, as well as further extract the lessons from which we can learn for the construction of current civil servant's welfare system in our country.
