With the rapid development of science and the booming of economy, the talent people has become one of the most important competitive resource as well as the crucial part of a nation’s soft power. In recent years, with the progress of society, the national government has increasingly valued the selection and cultivation of talent people. Although China, as a multi-ethnic country consisting of 55 ethnic minorities, is dominated by the Han nationality, it has tried to promote the common development of all ethnic minorities through carrying out the policies of multi-national unity and regional autonomy. On the aspects of cultivating, employing and selecting minority staff, the government has attached more and more importance, especially after the period of reform and opening-up, and a relatively complete system has been established.Qinghai Province is located in the northwest of China, in which the climate and natural conditions are harsh, which may lead to the slow development of economy and the lack of talent resources. It seem that importing and keeping talent people has been very hard in this province, and this problem is more prominent particularly in the local autonomy regions.. Therefore, based on sample data availability, the paper chosen the Yushu City as the research sample, intending to analyses and explore the problems in its current construction of Tibetan civil servant system.Yushu is located in the southwest of Qinghai, and the total area is 13,462 square kilometers. There are nearly 0.1 million residents consisting of Tibetan and Hui minorities, and nearly 93 percent of them are Tibetan. In recent years, due to the policy of “importing talents” conducted in this area, there are many inventions in the mechanism of leading, training, selecting and employing talents. Moreover, in order to make sure the development of economy and reinforcement of human resource, the focus of management work is still on the developing and cultivating talents. However, because of historical and natural factors, there are still many practical problems in the construction of Tibetan civil servant system, such as the small amount of outstanding people, the unreasonable structure of group, the relatively low qualities of talents, hard-keeping of the talents, etc. If the above problems exist in this area for a long time, there would be various inevitable negative problems, such as hindering the Yushu’s sustainable development of economy and society, impeding the steady and harmonious situations.Therefore, the author would attempt to deeply exploring the current status and analyzing the inner and outside reasons through looking up the previous material, conducting surveys with the forms of questionnaire and interview, in order to provide reasonable suggestions and corresponding measures for the better human resource system.
