The Study Of Filibuster Of The Legislative Council Of The Hong Kong Special Administrative Region

Filibuster is a ploy that Members of the minority faction use parliamentary procedures to delay or entirely prevent a vote on the controversial proposals and attract public paying attention to their proposals. In recent years,filibuster in Hong Kong Legislative Council is more fierce, which damaged the sessions' normal running. Not only harmed the relationship between the executive and the legislature,and weaken the executive-led political system of Hong Kong. It also will attack the economic development and people's livelihood Improvement,which do no good to Hong Kong's prosperity and stability. Closure,Current solution to resolve filibuster,hasn't been institutionalized, but reinforced the power of President of the Hong Kong Legislative Council. That does not comply legislative intents of Hong Kong Basic Law. This paper compared Hong Kong filibuster phenomenon with other countries' (regions'), on the basis of empirical analysis on filibuster phenomenon in Hong Kong, I put forward countermeasures.This paper analyze problems caused by filibuster in Hong Kong Legislative Council from the following three aspects:Firstly, It elaborates the general notion,history and theoretical basis of filibuster. Filibuster is not a phenomenon unique to Hong Kong,it has a long history in western countries (regions). It can promote democracy partly. With the cooperation of reasonable mechanism for closure, filibuster will exert its positive values. Secondly, according to comb all records of filibuster in Hong Kong Legislative Council,to summarize its features and growing trend,this paper will specially discuss the reason why filibuster is more fierce in Hong Kong Legislative Council. Thirdly, this paper will raise suggestions to ease the intense trend of filibuster in Hong Kong, and notes to perfect the proceedings of the Council is the effective measure. Finally, This paper make a summary and look into the future of the Hong Kong Special Administrative Region governance difficult After the political reform era.
