The policy environment and market selection are two important factors affecting the scales of floating population. The main problem faced by the situation of Beijing population is that the size of the floating population has grown substantially more than expected, and the contradictions between the resident population and all kinds of social natural resources are becoming more and more serious. This paper takes all the current policy documents of Beijing as research objects, analyzes word frequency and mines data by Antconc, Rost-CM6 and SPSS, and divides the population policies in Beijing into three types: exclusive policy of local residents, specific policy of floating population and differential policy which regards the household registration as subdivisions. And according to its analysis, the specific control measures that current policy and regulation documents have towards the floating population, whether it is "charge people via certificates", or " charge people via houses", or "charge people via business", have failed to curb the increasing growth of floating population. Only by establishing the permanent population policy which can restrain the market allocation as soon as possible, rather than control policy aimed specially at floating population, and by starting from the employment standards and reward and punishment system specification of practitioners and implementing the policy idea of "charge people via things" specifically can we control the permanent population step by step through controlling the attraction that market factors generated on the floating population, especially the size of floating population, improvement of population quality and relieving the social contradiction between population and resources.
