The Research About Service And Management Of Minorities Floating Population

With the economic development and continuous propulsion of industrialization and urbanization, as well as continuous strengthened connection of each region, each industry, each nation on a national scale, various kinds of factors of production flows among regions, including labor force. Minority people enter the city to seek their own, their nation’s development has become an irreversible trend. The composition of ethnic minority in our country has great varieties and the population is tremendous. The large amount of floating population of ethnic minorities, enriched the local labor resources, but also increase the city’s service and management difficulties for them. Strengthen the management and service of floating population of minority people has great significance to promote national unity, social harmony and stability.The population of floating ethnic minorities is continuous increasing in big cities represented by Guangzhou.This paper selects the Sanyuanli street in Baiyun District, Guangzhou as the research area.With a foundation of extensive literature review, and through methods of researching, case analysis, interviewing, to summarize the current characteristics of Guangzhou ethnic floating population and finally puts forward effective measures to the community service and management from two aspects: to improve their own diathesis and structure of government guarantee mechanism. To data investigate and analysis of Guangzhou ethnic floating population,flow, distribution status, and in-depth analysis the reasons of flowing. This article focuses on three aspects of social service and management of the ethnic floating population in living conditions, employment service, policy service. Through analysis of the questionnaire, in-depth interviews, we found the ethnic minority floating population has poor living conditions, low income level, and strong appeal to career training in language and skills. We also found the problems of the weak awareness of protect their own rights and interests. Also the degree of recognition to local government policy were not high. According to the questionnaire survey analysis problem, put forward many ways to participate in the education and skills training. Aiming at the problems of the questionnaire analysis, put forward many ways to participate in education activities and skills training, enhance the competitiveness of employment;enhance law consciousness; improve their adaptability of social integration. The government puts forward to set up service concept; unimpeded information communication channels;improve the employment training pertinence suggestion. Non-governmental sources give play tothree levels measures and suggestion: the advantages of community management; attaches great importance to the role of social groups and ethnic minority personal network support.
