The Research Of The Role Of Government In The Transformation Of Industrial Land

At present, construction land shortage is the major limiting factors of urban development in China. Urban development ideas should be transformed gradually from the traditional "land use scale" to "the stock of enhancing energy efficiency"in order to realize the construction land "negative growth" goals. How to realize the transformation and upgradingthe industrial land, and realize its sustainable development, has become a major problem in current research. The paper takes Shanghai Pudong Industrial Park as the research object, through the concrete analysis of its characteristics of the transformation and upgrading the industrial land, the existing problems and reasons that the role government played with the industrial land in the process of transformation and upgrading. In reference to the experience of industrial land transformation and upgrading in developed countries, the paper puts forward the countermeasure of the role the government should be played in a changing and competitive global economy. This paper give a clear proposition from the responsibility of the government and proposes that the government should change the traditional ideas in the industrial transition and upgrading, institutional innovation, management system innovation, and pay more attention to social management and public service.In the research, the paper makes full use of the method of actual investigation, which is a comprehensive system of contents and methods involved in management science, economics, sociology.
