Research On Government Functions In Industrial Transformation And Upgrading

According to the actual situation in most part of China,industrialeconomy remains the backbone of economic development.How to promote the transformation and upgrading of the industry to adapt to the changing economic situation at home and abroad becomes a difficult problem in front of people.The chemical industry is one of the important traditional pillar industries of Binzhou,which is also the main economic growth point of the whole city,which plays an important role in economic development.However,in recent years,the chemical industry in Binzhouis facing a severe situation of resource constraints,environmental pollution and overcapacity,and the transformation and upgrading is imminent.This paper,based on the theory of technical innovation theory,global value chain theory and market failure theory,uses a variety of research methods including literature research,social investigation and data analysis,and first elaborates the necessity of government functions in the industrial transformation and upgrading,which not only shows that the government functions can effectively make up the defects of the market mechanism,but also is the inevitable choice to promote the smooth realization of industrial transformation and upgrading.Then,this paper takes the chemical industry transformation and upgrading in Binzhou as an example,introduces the status quo of the chemical industry transformation and upgrading in detail,the reasons of the transformation and upgrading from two aspects of necessity and feasibility analysis,the government practices and the problems that exist when the government functions.Finally,combining with the transformation and upgrading of the chemical industry in Binzhou,this paper puts forward the path selection of government functions in the industrial transformation and upgrading,mainly includingperfecting the relevant policies of industrial transformation and upgrading,establishing a sound financial support system,perfecting the public service system to optimize the development environment,strengthening the innovation of social support,strengthening the construction of talent team,paying attention to energy conservation and environmental protection,perfecting the accountability mechanism,promoting enterprises to strengthen international cooperation to promote the global competition,etc.This paper aims to explore the problems and solutions of the government to promote industrial transformation and upgrading through the study of government functions in the transformation and upgrading of the chemical industry in Binzhou.In this way,the government can better play its own role in promoting industrial transformation and upgrading,and finally promote the rapid and healthy development of economic society.
