With the overall progress of China's modernization and urbanization, farmers' collective living is becoming an important means to break dual structure between town and country, and to boost urban-rural integration. It also plays an important role in thriftily and intensively utilizing land, improving rural environment and promoting rural sustainable development. Against such a background, the City of Jiaxing has been selected as a pilot city for comprehensive reform of balanced urban-rural development since 2008; and Nanhu District has become a vanguard pilot district on the comprehensive supporting reform of balanced urban-rural development in Jiaxing, focusing on implementing rural land transfer, advancing “new town and new community” construction, and encouraging farmers to live collectively. At present we are faced with the problem of low rate of farmers' collective living. Furthermore, some malpractices have arisen from early mandatory measures toward farmers' collective living on the part of local governments, such as intense restriction of land and space, more houses being built beyond planned areas, and shortage of funds on the part of grassroots governments, etc. Farmers' collective living if there is a need to promote, advance rhythm, how to grasp the intensity, which require the essay.Farmers' willingness is the crux in realizing the practice of collective living. This thesis intends to analyze farmers' needs and willingness on collective living in the process, and seek the main factors affecting farmers' willingness on collective living in an attempt to put forth pertinent proposals and reference for local governments to make decisions and serve farmers, the purpose is to find a balance in the interests between government and farmers.Main study methods for the thesis include literature survey, quantitative analysis, qualitative analysis.In conclusion, firstly, to some degree farmers are willing to live collectively, so we must respect their aspirations and transform mandatory collective living by government into farmers' voluntary collective living; secondly, the top priority in question is to break the problem of land and space bottlenecks and government financing; and in doing so, we should make a breakthrough in then comprehensive improvement of rural land; thirdly, we ought to optimize the overall planning, strengthen infrastructure construction and enhance management level so as to attract farmers into living in new communities; lastly, local governments at different levels should develop rural economy, increase farmers' income, improve rural environment and perfect rural social security system so that farmers benefit from the process of rural reform and development, resulting in mutual benefit and win-win between government and farmer in building a socialist new countryside.Starting with a typical district(county) in the developed coastal area of East China, the author analyzes and studies the willingness of farmers' collective living with substantial evidence in an attempt to provide a basis for local governments on how to coordinate conflicts of interest with farmers and push forward practices of farmers' collective living. This is the originality of the thesis.
