The Research On The New Era Of Rural Grassroots Cadres Quality Construction

In the new historical period, China's rapid economic development, science and technology advance by leaps and bounds. As the role of implementation of the basic line, principles and policies in our party, the rural grassroots cadres is the leading wild goose and leaders for the cause of socialism in the broad masses of the people, and the quality level of that plays an important role in the development of the rural economy. In the development of the rural economy constructions, the quality level of rural grassroots cadres is related to the national policy whether it has been timely and effectively implemented, what is more, which is the important basis for the continued development of rural construction in the new period. At present, in China's vast rural areas, the quality of rural grassroots cadres has been improved, but at the same time we also cannot deny that in the rural grassroots cadres, there are many shortcomings and problems, especially under the new historical period, the quality of rural grassroots cadres still need to continue to improve. So, how to improve the quality of rural grassroots cadres, how to better and more effectively improve the quality of the rural grassroots cadres, become an important topic of current research in China.In this new historical period, the quality of rural grass-roots cadres construction was studied on this articles. Taking Linzhang County as an example, by the method of on-the-spot investigation, this paper discusses the current situation of the quality of rural grass-roots cadres in the new period deeply including the existing problems and reasons. What is more, on this basis, it was put forwarded that perfecting selection and appointment mechanism, innovation and education and training mechanism, perfecting the supervision and management mechanism, the establishment of performance evaluation mechanism, and improve the protection of the incentive mechanism, strengthen the organization and leadership, which can improve the quality of cadres at the basic level in rural areas further.
