Path Exploration Of Improving The Quality Of Rural Grass-roots Cadres In The New Era

Rural grass-roots cadres are the closest to the masses,it is the key to strengthen grass-roots basic work,it is the key to carry out the Party’s various lines,principles,policies and promote social harmony and stability,and it is the key to enhance the farmers’ sense of gain,happiness and security in the new era.Over the past 40 years reform and opening up,with the development of Economy and society,the degree of agricultural modernization has been increasing,and the major changes in rural social structure have put forward higher requirements for rural grass-roots cadres.However,due to the low quality of rural grass-roots cadres themselves,rural grass-roots cadres training less,less exchange and learning,so that the overall quality of rural grass-roots cadres and the new era,especially the requirements of rural revitalization and development are very different.It will directly affect the implementation of rural,rural and rural policies such as the rural revitalization strategy,the high-quality rural development,the rural modernization process,and the construction of a great modern socialist country that is prosperous,strong,democratic,culturally advanced,harmonious,and beautiful.This paper first analyzes the importance of improving the quality of rural grass-roots cadres in the new era,taking a county in Yuncheng,Shanxi Province as the research object,sums up the basic measures taken by a county to improve the quality of rural grass-roots cadres and the results achieved,through questionnaire and on-the-spot interview,it is found that the quality of rural grass-roots cadres in Yuncheng a county is not high in political theory,there is still a big gap in modern management ability,the comprehension and execution ability of policies are not in place,the learning ability of new knowledge such as new media is weak,and the physical and mental quality can not meet the requirements of work,the causes of the above problems are mainly due to the lack of learning motivation,the erosion of the rural human relationship society,the formalization of various training systems,the lack of implementation of various incentive and guarantee systems,and the obstacles of the organizational characteristics of the township governments,in contrast to the causes of the problems existing among rural cadres at the grass-roots level and the inadequacy of the existing policies,it is suggested that the quality of rural cadres should be improved by improving their self-cultivation,carrying forward socialist core values,carrying out scientific training,strengthening the implementation of incentive and guarantee system for rural cadres,and scientific management of township governments.
