The Study On Risk Issues In Nimby Movements

The booming development of economy and rapid urbanization of society have brought a lot of constructions of urban public infrastructure. Among them, the public infrastructure with NIMBY effects, such as garbage processing plant,nuclear power plant and transformer substation have brought huge poetical risk effect to the related residents. The collective action causing by the PX project resisting was the sign of the coming of NIMBY age of China. With the development of new media, the waking sense of public rights defend grows at the same time. Unlike the control of public issues by the official in the past time, the public begin to actively construct issues through self-empowerment by the means of new media. Thus, resulting in the normalization of risk in NIMBY movement.Based on social mobilization perspective, this paper discusses the risk issues in NIMBY movements.Taking Guangzhou Yong Fu Transformer Substation NIMBY movement as an example, the paper discusses the issue construction features of government, company and public 3 main respects. Combining the research method of Qualitative analysis and quantitative analysis, the paper uses questionnaire, interview and case analysis research methods. Meanwhile, based on risk communication and issue construction theory, the paper try to explore the inner motivation of public issue construction in the context of new media.With the help of case analysis, clarify the risk present and subject interactive. At the same time, analysis the risk issue construction and social mobilization. And based on it, put forward some related suggestions in the perspective of coping with NIMBY movement by the government.
