It has a long history since Tibetan groups moved overseas, many Tibetans across the Himalayas to the other side in religious and business factors very early, but the real form of mass migration was due to the rebellion of Tibet in 1959,after which a large number of Tibetan groups who unknown the truth and worship the dalai lama exile abroad. We call the Tibetan people who had emigrated to overseas Tibetan overseas Chinese or overseas Tibetan. After 50 years of development, so far, the population of overseas Tibetan is about 170,000, mainly distributed in the south Asian countries such as India, Nepal and Bhutan,and some scattered in Switzerland, the United States, Canada, Britain, France, Australia, New Zealand, Sweden, Japan, etc. Tibetans in India is the largest group of overseas Tibetans. This paper will discusses the history and present situation of them, including its historical origin, survival status of emigration, the values change, internal differentiation and so on various aspects, and analysis the secondary migration of Tibetans to Europe and the United States since the 1960 s to perspect the intentions of the of western countries to accept Tibetans and the dilemma of preservation of Tibetans' traditional culture. Nowadays some overseas Tibetan and Tibetan groups residing there will still plan Tibet independence activities premeditatedly, which is not conducive to Tibet's interior stability and ethnic unity. To sum up, through the collection and study on these problems, the author hope to provide a train of thought and some meaningful reference to deal with overseas Tibetan problem and to solve the“Tibet issue”,and also to provide certain of helpful Suggestions for country 's policy on overseas Chinese affairs.
