This is a study on the present situation of Wendeng District Weihai City government departments and institutions of supernumerary personnel in recent years. With the deepening of the reform of economy and the rapid development of social economy and public services, the contradictions between the needs of the people of Party and government organs at all levels and the preparation of management are becoming prominent. On one hand, along with the people's living standards gradually improved, commonweal career fields also increases,which solve the agency and staffing problems, on the other hand, the utilization rate of resource of existing institutions is low. Long standing problems such as the shortage of the establishment are becoming prominent. Because the organization department failed to increase the establishment of other departments,in order to meet the need of the development of the Department, many government agencies and institutions, employ a large number of supernumerary personnel out of the approved establishment, and the number of hires showed a rising trend year by year.The generation of supernumerary personnel implicates complex political,economic and social environmental factors. But the fact that the fiscal expenditure supports these supernumerary personnel shows the nature of them.Also a large number of this kind of personnel reduce performance of the government, increase the financial burden and damage the image of the government. So effective solution of the organs and institutions of supernumerary personnel issues has become an important task with the urgent need of research in local Party committees, governments and the organization and personnel department.This paper uses the literature research method and social investigation method to research Wendeng District Weihai City government departments and institutions of supernumerary personnel. The status of in-depth analysis of this area of supernumerary personnel and the cause of influencing factors of Wendeng area of supernumerary personnel expansion of politics, economy, society, science and technology, etc. are discussed. At the same time, the author concludes thetheoretical method that can be used for reference by analyzing the information of all kinds of literature and research achievement of supernumerary personnel system collection, collation and classification. On this basis, the author proposes countermeasures and methods for controlling the size of the organs and institutions of staff. The author also tries to provide a valuable reference, under the new situation, to promote the government streamlining, to solve the problem between the supply and demand of the organization department, and to enhance organization management level.
