In recent years,with China's rapid economic and social development,the process of urbanization is speeding up,urban population is growing rapidly,and social management is becoming more specialized and complex.Thus quantity and quality requirements on the supply of public services and continuously improved by the public,leading to employment needs expansion in public sectors of all levels.Meanwhile,it is increasingly important to strictly control the total staffing in all levels of public sectors when managing administration establishments because of the gradual compression of public sectors after several public sectors reforms.Quick expansion in public sectors extra-organizational employees,caused by the conflict between employment needs and strict management,partly made up for the lack of sufficient official staff shortfall.However,due to the lack of relevant policies and regulations,management system,day-to-day monitoring,along with other reasons,a large amount of problems is exposed while public sectors enjoy extra-organizational employees'facilitation.Not only the total number of employees grows in disorder,the financial burdens are heavier,and contradictions and disputes are more frequent as well,which severely damaged the Government's image.Therefore,how to manage extra-organizational employees standardize has becoming an important subject of public management practice.This thesis has integrated used literature research method,investigation method,and Statistics analysis method,research method etc.It chooses standardized management practice of extra-organizational employees in City A for research object,and starts with the discussion of basic concept,explanation of system schema,and related policy problem of administration establish management system.The thesis analyzes City A extra-organizational employees status features,reason causes them,existing problems and management dilemma.It tightly combines local reality,referring large statistics data and background information.The thesis also sorts out and explains goals,principles,working mechanisms,specific measures,platform construction.and management process of standardizing management of extra-organizational employees in City A systematically and in detail,based on relevant policy documents,information about process and interview records.This thesis argues that standardized management of extra-organizational employees in City A made remarkable achievements.At the same time,there are some drawbacks.First and foremost,the supporting factors to extra-organizational employees are not totally eliminated,so that the outcomes of straighten out and standardize are likely to rebound;Secondly,concentrated establishments management system has weakened,so that the control mechanisms of financial supported staff emerges loopholes;thirdly,in the case of supporting policies not implemented,support cost of extra-organizational employees may be stabilized;last but not least,the lack of effective supervision in micro-management links cause implementation of the provisions difficult to control.Based on above analyses,this thesis proposes,to solve the problem of extra-organizational employees completely,government need to be separated with enterprises,capitals,public institutions and market intermediaries,and accelerating transform its function;actively promoting the Government to buy services from social forces,speed up the diversity of public service supply system provider and providing formation;reform and innovate administration management system,explore and establish a management mode more responsive to the requirements of market economy;optimize the personnel structure in organs and institutions,enhance the overall effectiveness of the workforce.
