Study On The Land Law Enforcement And Supervision In Jiuquan City

Land is the cornerstone of the country's economic development, and it is the foundation of the people's life and creation. Since the reform and opening up, to unlock the shackles of economic development, China has presented a rapid development of a good trend. However,the protection and use of land, the contradiction between demand and supply has become increasingly prominent. With the development of economic construction, there are more and more illegal use of land, land law enforcement and supervision work more difficult.Especially for Jiuquan, which is in urgent need of the development of the three or four line of the city, the situation is even more severe. There are some reasons for this problems as fallows. Firstly, the current land management laws and regulations are not complete.Secondly, there are some malpractices in the semi vertical management model of the land.Thirdly the internal responsibilities of the land's management is not clear.Fourthly, the law enforcement and supervision teams of land are weakness, and their ability to deal with illegal land cases is low. At the same time, their instruments are relatively backward. So that the land law enforcement of Jiuquan City faced with illegal land phenomenon, and it's difficult to deal with such problems.In order to achieve the common development of economic construction and land protection, and solve the problems of land law enforcement in Jiuquan City, this paper is devoted to the discussion. Through literature analysis, field investigation, cases analysis and comparative analysis, on the basis of the study of land law enforcement supervision at domestic and abroad, and combined with the characteristics of Jiuquan City, this paper puts forward the following solutions. One is to establish prevention mechanism, including strengthening the legal publicity and education and the team building, improving the quality of law enforcement personnel and the system to establish a long-term mechanism, etc. Two is to discover the illegal land use as soon as possible, including increasing the intensity of inspections, using the remote sensing satellite images combined with a map project real time monitoring, and establishing incentives to broaden the masses to report line, etc. Three is in time to deal with and rectification in place, including the strengthening of the intensity oftreatment, strengthen supervision and assessment, clear responsibilities, coordination and other relevant departments of the joint law enforcement, etc. Starting from the source of illegal land, to deal with the whole process of the end of the case, in view of the various problems faced by Jiuquan City, this paper presents a set of Solutions. I hope that this program will help to solve the land law enforcement and supervision work in Jiuquan City,and to provide innovative ideas for the work of law enforcement and supervision departments of the land.
