The basic national conditions of land resources in China can be summarized as "one more and three little" : total amount is more,per capita is less,high quality cultivated land is less,and arable land reserve resources that can be exploited are less.China occupies 7.2% of the world's total land area,ranking third in the world.The area of cultivated land amounts to 1.826 billion mu,but the overall quality of cultivated land is not high,and the per capita cultivated land is seriously insufficient,only 1.39 mu,less than 40 mu of the per capita area of the world,which is only equivalent to 1 / 18 of Canada,1 / 8 of the United States,and 1 / 2 of India.In addition,it has been damaged by ecology,damaged by disasters,occupied by construction and readjusted to agricultural structure.As a result,arable land is losing every year.In addition,the land resources in our country are difficult to use more land,less suitable for agriculture,less land reserve resources,overall,the country can use land resources serious shortage.With the increasingly prominent contradiction between economic development and land use,the phenomenon of illegal land use frequently occurs,and land law enforcement supervision has also fallen into the dilemma of "difficult to find,investigate and deal with,and difficult to enforce the law".How to solve this situation has become very important.At present,it is very important to protect land resources,and it is one of the most important tasks to do land law enforcement and supervision.In the process of development of area J in Chongqing,there are also illegal land causes.With more and more cases,and in the specific land law enforcement work,there are also some problems,these problems are caused by what causes,and how to solve,this is the urgent need to study and solve the problem in the J District of Chongqing.This article mainly uses the literature analysis method,then carries on the arrangement to the domestic and foreign literature,mainly from the land law enforcement supervision related laws and regulations research,the law enforcement supervisory means research,the system and the system research,Land law enforcement supervision faces the solution of the problem in these aspects of thinking and learning.Through the investigation on the spot,the relevant data and information are obtained,and the present situation of land law enforcement in area J of Chongqing is analyzed from three aspects: the construction of the law enforcement team,the working procedure and the performance of the law enforcement supervision function.The problems in the current land law enforcement and supervision work are found,one is that the law enforcement is difficult to control in the cross area of administrative responsibilities,and the other is the supervision.The quality of the team is not high;the third is the backward supervision equipment;the fourth is the difficulty of filing and dealing with illegal land use;the fifth is the lack of enthusiasm of the public to cooperate with the law enforcement.In view of these problems,some effective suggestions are put forward: strengthening the construction of the legal system of land law enforcement and supervision,strengthening the construction of the relevant mechanism of land law enforcement and supervision,strengthening the construction of law enforcement teams,and innovating the methods of monitoring illegal land use,It is hoped that these countermeasures can be used for reference in the future land law enforcement and supervision in area J of Chongqing.
