Study On Progress Of Urban Design System In Hubei Province Base On Perspective Of Planning Management

This paper learned from management theory and practice of urban design at home and abroad,and started from the relationship between urban design and statutory planning. Then the author chosen the management of Hubei Province urban design as an example, analyzed the existing problems, and proposed policy recommendations to build Hubei Urban Design Management System.The first chapter proposes research background, significance, related research and practice summary,research methods and strategy. Chapter II made experience for reference by combing through urban design theory and practice at home and abroad.Chapter III studied on the status quo of urban design in Hubei from two aspects, the preparation comparison of urban design and implementation control, and summarized three experiences.First, strengthen the role of urban design. Secondly, strengthen coordination of urban design and planning of the statutory. Thirdly, play a guiding role in the control of urban design elements.Chapter IV Matters in the practice of urban design in Hubei Province, such as non-standard results, chaotic market,imperfect examination and approval system and lower public participation incompilation of urban design, and designing work difficult to entering the approval procedures and construction management program, inefficient management means and control elements in urban design management,were analyzed.Chapter V proposed to build preparation of urban design and management system that cohesion the status planning.In the safeguard measures, the author put forward three proposals. First, we should establish the technical specifications and urban design elements library, determined the depth requirements of urban design and the planning achievement and so on. Secondly, statutory planning system should be developed with the corresponding urban design management approach, which included the legal status of urban design, prepared qualification requirements, approval and implementation of management processes, public disclosure requirements, etc. Thirdly, the paper proposed to explore innovative urban design control mechanisms, establish expert consultation and deliberation mechanism, generalized the urban design guidelines. Finally, the author summarized the research results and proposed future research directions and the prospects of Hubei Province urban design work.
