Cult problem is a public hazard in human society since ancient times. Through the statistics and analysis of the 613 cult criminal, the author sums up the four characteristics of a cult maniac, i.e., much leisure time, poor economic conditions, experience bumpy and large psychological pressure.The characteristics of a cult show its strong harmfulness, in particular, cult is not only harm the public health of body and mind, destroy social harmony, but also endanger the social security.Currently, with the development of society and economy, the development of the cult problem presents the characteristics of urbanization in region, high hierarchical in object, network in mode of transmission and the broaden impact of scope.To explore the cause of cults problem, firstly it ' s the psychological impact of social transformation, secondly it's the imbalance between material development and spiritual and cultural life,finally there exists the short slab in the government's control of cult problems.In view of the problem of cults governance, the author puts forward that it should worked in both government and the social aspects.To the government level, one is to perfect the legislation of cult, the second is to solve the problem of the people's livelihood, the third is to strengthen the guiding role of news and public opinion, the fourth is to establish a professional early warning system for the cults,the five is to strengthen the network regulation of cult activities, the six is to strengthen the policy support of rehabilitation personnel.To the social level, it should rely on the masses, base on the family, with an emphasis on the school, base on social, with mutual cooperation, establish linkage mechanism of governance.
