A city or a region is corresponding to a space, which should be unified planning, likewise, territorial resources, multi demand, a variety of purposes, economical and intensive, coordination and reasonable utilization, which needs unified planning. Since 2008, the pilot work of "Three Rules in One" launched in Guangdong province, other cities and counties across the country also carried out the pilot work for the planning and coordination. Considering the actual situation of the Spatial planning system, there are obvious contradictions between the planning, but also lacking of effective connection. And different departments of planning compiling technology and legal basis, the planning scope, goals, examination, approval and implementation management and so on are not unified, which makes confusion of the management and construction cost increase caused by inharmonious planning in the process of implementation, to a certain extent, it has impact on the regional economic development.Therefore, how to coordinate the conflicts among various planning department, optimize the allocation of limited space resources in the area, which become the urgent need problem of "Multi Rules in One" recently.This thesis starts from the demand of "Multi Rules in One", study how to set up the spatial coordination mechanism according to coordination of "Multi Rules in One ", so as to solve the conflict between planning, then achieve the purpose of optimizing the allocation of urban and rural space resources reasonably, it will have important significance for effectively promoting the pilot work of "Multi Rules in One "of the cities and counties through theoretical exploration.This paper is divided into six parts, it analyzes the research status at home and abroad, and puts forward the thesis research ideas and methods in the first part, as related theory and definition, it introduces the "Multi Rules in One", and demostrates the related theory in the second part.
