Research On Executive Force Promotion Of Township Government

The township government is a firm implementer of the central government's policy of achieving the "last mile" and an important booster for implementing the rural revitalization strategy and realizing rural modernization.In the comprehensive construction of a well-off society,the township government plays a pivotal role in the implementation of the connection policy implementation and the communication between the rural and rural people.The effective implementation of various public policies depends on the level of execution of the township government,while the level of execution of the township government raises the village.The material and spiritual living standards of the people and the completion of the work on agriculture,rural areas and farmers have a crucial impact.Based on this,in the context of the new situation and new business,it is necessary to study the problems existing in the implementation process of the township government and to explore ways to improve the implementation of the township government.The background of the implementation of the township government is based on the current research theme of implementing the rural revitalization strategy and building a well-off society in an all-round way.Combining with foreign rich executive power theory and practical experience,it provides some reference for China.Based on the introduction of the concept of township government executive power,this paper uses the new public management theory,principal-agent theory and incentive theory as the basic theory of this paper.Using literature analysis method,qualitative analysis method and comparative analysis method,combined with the implementation of China's township government,it has been improved from different aspects such as enforcement awareness,execution ability improvement and execution mode optimization.Based on this,the township government executive power is further analyzed.There are some problems: the lack of modern implementation concepts,the township and township executives are mainly township governments,the participation of other organizations is low,the townshipimplementation procedures are cumbersome,and the traditional implementation methods are prominent.The key contents and innovations of this paper focus on the deep-seated reasons for the poor implementation of township governments: subjective aspects are the lower level of overall quality of executives and imperfect implementation systems,and objective aspects are constraints on implementation of resource shortages and implementation environment.Based on the analysis of problems and causes in the implementation process of township governments,the following countermeasures are proposed: First,improve the overall quality of the implementation of the township and township,strengthen the political and ideological construction of the township government,strengthen the service concept,and strengthen the professional skills training for the performers.The second is to increase investment in township financial resources,talents and infrastructure resources.Third,the implementation of the township and township entities involved in diversification,play the leadership role of the township party organization,and guide the market,social organizations and the masses to participate in the enthusiasm.The fourth is to promote education through the rule of law,broaden social supervision channels,simplify implementation procedures,and optimize the implementation environment of township governments.Finally,improve the system implemented by the township government,improve the performance evaluation system,establish a sound supervision mechanism,optimize the government's working methods,and improve the efficiency of government execution.
