Research On The Supervisory Function Of County People’s Congress

The supervisory power of county-level people’s congresses is the statutory power of local people’s congresses and their standing committees,especially for county-level people’s congresses without legislative power,the supervisory power is the most essential and basic power.The supervision power of the county-level people’s congress involves politics,economy,technology,culture and all aspects of social life within the county,and plays a very important role in the allocation of local power system.From the vivid practice of the local people’s congress established the standing committee for 41 years,it is not difficult to find that the supervisory functions of county-level people’s congresses are constantly improving,the methods of supervision are constantly enriching,the rigidity of supervision is constantly emerging,and the effectiveness of supervision is constantly increasing.However,relative to the requirements of relevant laws for the people’s congress to exercise the right of supervision and the expectations of the people for the effectiveness of supervision,there are still many unsatisfactory and inadequate supervisory work at the county level,which is still a "soft spot" for the performance of the functions and powers of the local people’s congresses.For the above reason,this paper systematically discusses the theoretical basis and main connotations of county-level people’s congresses and their standing committees in performing their supervisory functions.And it takes the work practice of the Meilan District People’s Congress and its Standing Committee in Haikou City as the research object,comprehensively uses literature analysis methods,empirical analysis methods,comparative analysis methods and other methods to systematically analyze the performance of the current district people’s congress supervision authority,points out that there are problems such as insufficient understanding of the supervision body and objects of the people’s congress supervision,uneven supervision mechanism,uneven supervision of the main body,weak strength of the supervision organization,soft and weak supervision form.Then this paper digs deeper into the root of the problem production in terms of ideological understanding,working mechanism,realistic operation,and proposes measures to strengthen the performance of the supervisory power of the county-level people’s congress,such as enhancing supervision awareness,rationalizing the supervision mechanism,optimizing the standing organization,strengthening the supervision team,and enhancing the rigidity of supervision.This paper tries to make a rational analysis of the current situation of county-level people’s congress supervision through systematic theoretical exposition and case empiricalanalysis from a practical perspective.And it is hoped that this paper can help promote the in-depth discussion on the implementation of the supervision functions and powers of the people’s congresses,so as to provide some useful references for promoting the supervision work of the county-level people’s congress and accelerating the construction of local democracy and rule of law.
