Through making a critical sublation for Rousseau's Popular Sovereignty, Hegel's theory of relation between nation and citizens, and thought of utopian socialist, Marx expounded national governance thought of the dictatorship of proletariat comprehensively, and defined the relationship between political governance and social function. He indicated that the final purpose of national governance is to realize the people's democratic dictatorship. The future goal of national governance is making human freedom and em(?)ncipation come true, weakening national political function, intensifying the function of social public affairs management. At present, it is quite complex about the understanding and research on the concept of "national governance", which influenced by the west and Chinese local discourse. This article researches on Marx's ideas of national governance in the perspective of governance and it understands and grasps "promoting the modernization of national management system and management ability" from the height of total goal of deepening reform comprehensively. It is useful to deepen the understanding of Marx's governance from the theoretical level and build perfect governance system. It is also helpful to provide guidance for national governance from the practical level and solves the problems in reality. In the end, it promotes the transformation of governance and realizes the modernization of national governance, which strengthens modern explanatory power of Marxist state theory.
