Effective Governance

At the party’s eighteenth national congress, A new resolutions are adopted. this resolution emphasized on the transforming function of government, optimizing the organizational structure of the government,deepening the reform of administrative system, modeling service-oriented government and finally realize a effective governance. With the proposal of the concept of ‘the effective governance’, Researchers have increasingly tried to provide valid solutions and policy recommendations to improve the governance. Form the perspective of governance subject, it is required to transform from the government-dominant model to corporate governance. In other word, the management responsibility should be undertaken together by government, market and society. Form the perspective of government itself, accomplishing the ultimate objective of efficient governance needs the optimized institutional arrangements and reasonable division of responsibilities to be the structure guarantee.This article is trying to research on how to achieve the effective governance from the perspective of optimizing the organization structure, which is an innovation research perspective. Part 1 is an introduction. Based on the investigation of published literatures, it explains the title background and the significance of research. Part 2 shows the relevant theories of effective governance and optimizing the organization structure and analyses the relationship between them. Part 3 is the analysis of the effect optimizing the organization structure on the realization of effective governance. Part 4 puts forward a target way, which is to explore the big department actively and steadily. The advantages of implementation of big department are government institutions streamlining, departments merging, and the situation of duty overlapping reducing. Through configuring the authority reasonable and optimizing the organizational structure of the government, it is possible to achieve effective governance.
