Policy experiment is an important work method created by the Communist Party of China in the course of long-term revolution and construction. It has been regarded as the key to the reform and opening and sustainable development throughout the past 30 years in various policy areas.Hierarchical governance is the main mode of operation and management of administrative organization in our country. As an important factor, the function of policy experiment is profoundly influenced.This paper summarizes the content of policy experiment in Government work report of the State Counciland the previous "Five-Year Plan" from 1955-2016.On the basis of statistic quantification and multi-case analysis of these contents, and using the theories of bureaucracy, institution supply and policy innovation systematically studies the historical development, the generating logic and the operational logic and the functional limits of the policy experiment under the hierarchical governance mode.The following conclusions can be drawn from the research:Firstly, The interaction between the central and local governments is an important variable that affects the creation and operation of the policy experiment as the same time also restricts its positive function. Secondly, reform and opening more and more seriously over-reliance on the policy experiment.However, some policy experiments have not been able to play its active role in practice, and even become obstacles to reform and innovation. In order to prevent the remarkable path-dependence and lock-in effect, this paper puts some optimization suggestions on the problems of the relationship between the central government and the local government and the innovation of policies and the specific issues in policy experiment and puts forward the a bold vision for the future development of the policy experiment.
